0. PREREQUISITES OF QUALITY

0.1. Legal and institutional environment

0.1.1 Responsibility for collecting, processing, and disseminating statistics

The Production indexes are compiled by the State Statistics Committee (SSC). The SSC is operating independently under the Law on "State Statistics" of the Republic of Uzbekistan, dated December 12, 2002, amended in 2012, which regulates relations in the sphere of organization of state statistics work, defines powers of state statistics agencies and creates a normative basis for maintaining the uniform system of statistical information.

In September 2017, a new Statute on the State Statistics Committee of the Republic of Uzbekistan has been introduced to specifying the mandate, the functions and the structure of the SSC, which shall be the principal data collecting, processing, analyzing and dissemination agency responsible for co-coordinating, monitoring and supervising the National Statistical System. Its functions include the provision of a uniform statistical methodology corresponding to international standards.

The SSC, like other State statistics agencies performing statistical work, shall have the right, within the limits of their powers, to request and obtain state statistical reports, administrative accounting data, and other data necessary for the conduct of state statistical observations, as well as explanations appended to the reports from other offices.

If an international treaty of the Republic of Uzbekistan establishes rules other than those stipulated by the laws of the Republic of Uzbekistan on state statistics, the rules of the international treaty shall take precedence.

0.1.2 Data sharing and coordination among data sharing agencies

According to the Article 9 of the Law on Statistics, State statistics agencies shall perform statistical work in interaction with other state bodies in fulfillment of the Program of Sate Statistical Works. State statistics agencies permit other state agencies and legal entities to perform separate actions concerning their powers in accordance with the procedure established by the legislation. Other state agencies and legal entities shall conduct statewide statistical observations according to the Program of State Statistical Work, as well as departmental statistical observations according to the forms coordinated with the authorized state statistics agency. The data of departmental statistical observations shall be submitted to the authorized state statistics agency at its request.

In addition, the Statistics Council, a collegial advisory body, ensures coordination on problems associated with the development, functioning and coordination of state statistics under the authorized state statistics agency. The Statistics Council may appoint expert commissions to examine separate matters of state statistics. Experts may be invited to meetings of the Statistical Council and the expert commissions, and representatives of ministries, state committees and departments may be heard on matters of state statistics. The composition of the Statistical Council shall be approved by the President of the Republic of Uzbekistan. 

0.1.3 Confidentiality of individual reporter’s data

Under the Article 7 of the Law on State Statistics, State statistics agencies shall be obliged to ensure confidentiality of individual statistical data, preservation of state secrets and trade secrets of legal entities and anonymity of data regarding individuals. In addition, the Statute of the State Statistics Committee of the Republic of Uzbekistan (Sep.2017) stipulates that the SSC shall take security measures to prevent confidentiality issues (art. 13 c, §15), including on bank secrecy (13.c, §11). Lastly, according to the Article 5 of the Law on State Statistics, interference by state agencies and local public authorities in the state statistics activities shall not be permitted.

The employees of SSC must follow a Code of Ethics, including an oath of secrecy, not to disclose any information availed to them while carrying out their duties as assigned to them. They are informed of duties upon appointment. 

0.1.4 Other quality management

The SSC follows the Generic Statistical Business Processes Model (GSBPM) of the United Nations Economic Commission for Europe (UNECE), which lists the statistical business process that ensures quality management and metadata management.

To ensure the reporting of information by respondents, the State statistics agencies, within the limits of their powers, shall have the right to request and obtain state statistical reports, administrative accounting data, and other data necessary for the conduct of state statistical observations (at any stage of their development), as well as explanations appended to the reports,  from financial, customs, tax authorities, banks, other departments and services, legal persons and their representations and branches, natural persons, including individual businessmen, and use them for statistical purposes.

In addition, the State Statistics shall check the accuracy of the statistical data at enterprises, establishments and institutions, conduct expert analysis of the completeness and objectivity of statistical data obtained and, in cases in which violations are found, to give the instructions necessary for correcting them and make the appropriate adjustments to the statistical data. 

0.2 Resources

0.2.1 Staff, facilities, computing resources, and financing

Services and industrial production index: 15 employees in the Central Office and 4-5 employees in the Industry statistics divisions of regional departments are engaged in the process of forming of the Production Indexes.

Agricultural production index: 4 employees engaged in formation of agricultural production index in the Department on Agricultural and Ecology Statistics; in regional statistical offices: 1 employee per district division of statistics and 1-2 employees per division of agricultural and ecology statistics of regional departments of statistics.

The number of employees is sufficient to fulfill the tasks for the formation of statistical data on industrial statistics.

All employees have higher education in the economic sphere and at least once every 2 years they are trained at the Center for Retraining and Statistical Studies of the State Statistics Committee of the Republic of Uzbekistan.

Each workplace is provided with a personal computer, software is regularly updated.

0.2.2 Measures to ensure efficient use of resources

The financial resources provided are sufficient to carry out the work defined by the Program of State Statistical Works on Production Index Statistics, as well as by the State Statistical Work Program on Agricultural Statistics. Periodic reviews of staff performance are conducted. The SSC is seeking, when necessary, outside expert assistance. 

0.3 Relevance

0.3.1 Relevance and practical utility of existing statistics

Every year, the State Statistical Work Program allows for a review of current data and of the data users’ needs. The annual statistical Work Program is drafted in November of each year and submitted to the Central Government for approval in January. Data users are also consulted on current data (usefulness, periodicity, timeliness) through periodic survey. Actions may be taken depending on their feedbacks. The SSC regularly participates in statistical meeting and seminars organized by international and regional organizations.

0.4 Other quality management

0.4.1 Processes in place to focus on quality

The SSC follows the Generic Statistical Business Processes Model (GSBPM) which lists the statistical business process that ensures quality management and metadata management. Management is sensitive to data quality. The SSC organization provides a strict revision process in data compilation. Statistical forms shall be approved every year by the Ministry of Justice. All legal aspects fully comply with the Law on State statistics. 

0.4.2 Processes in place to monitor quality during the planning and implementation of statistical programs

The SSC follows the Generic Statistical Business Processes Model (GSBPM, cf. 0.4.1) and undertakes periodic reviews on the quality of their statistics and on strategies for improving data production. 

 

1. ASSURANCES OF INTEGRITY

1.1 Institutional Integrity

1.1.1 Statistics are produced on an impartial basis.

According to the Law on Statistics (Article 4), the basic principles of the State statistics include accuracy, objectivity and impartiality. In addition, the Statute of the State Statistics Committee of the Republic of Uzbekistan (art. 13 c., §6) stipulates that the principles of the SSC should include impartiality.

1.1.2 Choice of data sources and statistical techniques, as well as decisions about dissemination, are informed solely by statistical considerations.

According to the Law on Statistics (Article 15), statistical data shall be used for state and scientific purposes, for informing the public, ensuring rights, freedoms and lawful interests of users. Primary statistics obtained by state statistics agencies from legal persons, their representations and branches, natural persons, including individual businessmen, shall be used for statistical purposes only for the preparation of summary statistical indicators and shall be published in summary and anonymous form. Statistics that contain the state and trade secrets shall be submitted in the manner prescribed under law. 

1.1.3 The appropriate statistical entity is entitled to comment on erroneous interpretation and misuse of statistics.

The SSC can, on ad-hoc basis, comment on erroneous interpretation and misuse of statistics.

1.2 Transparency

1.2.1 The terms and conditions under which statistics are collected, processed, and disseminated are available to the public.

According to the Law on Statistics (Article 4), the basic principles of the state statistics include accessibility, transparency and openness. 

1.2.2 Internal governmental access to statistics prior to their release is publicly identified.

The government has no access to SSC data prior to their release. The State statistics agencies are independent in the dissemination of statistical data. Interference by state agencies shall not be permitted (cf. Article 5 of the Law on Statistics). 

1.2.3 Products of statistical agencies/units are clearly identified as such.

Data released to the public are clearly identified by the data producing agency. 

1.2.4 Advance notice is given of major changes in methodology, source data, and statistical techniques.

The SSC provides to the public advance notice when major changes are introduced in methodology and statistical techniques. 

1.3 Ethical standards

1.3.1 Guidelines for staff behavior are in place and are well known to the staff.

2. METHODOLOGY

2.1 Concepts and definitions

2.1.1 Concepts and definitions

The production indexes’ methodology is compliant with the requirements of international standards, in accordance with the recommendations of the International Monetary Fund (IMF).

Services:

Methodological basis for the calculation of the index of the physical volume of market services is specified in the "Methodological provisions for the statistical accounting of services (including services rendered in rural areas), approved by the Decree of the State Statistics Committee of the Republic of Uzbekistan of May 19, 2016 No. 5.

The calculation of the index of the physical volume of market services is carried out by the method of deflation, based on the use of data on the dynamics of the production of market services, followed by the phased aggregation of individual indices into enlarged by types of economic activity.

The index of the physical volume of market services is a weighted amount that reflects the change in the volume of services over a certain period of time. As weights for aggregation, the volume of services is used in comparable prices by types of economic activity of the current year.

 

Industry:

The methodological basis for calculating the industrial production index is "Methodological provisions for calculating the index of the physical volume of the manufacturing industry by the method of deflation" approved by the Decree of the State Statistics Committee of the Republic of Uzbekistan № 13 of December 10, 2014. The methodological provisions are harmonized with the "International Recommendations for Industry Statistics 2008", "International Recommendations for the Index of Industrial Production 2010".

 

Agriculture:

The agricultural production index is calculated to assess short-term trends in agricultural development at the national and regional levels and GDP. The agricultural production index is produced on an annual and quarterly basis, according to concepts and definitions recommended by the 1993 SNA.

The calculation of the index is based on data for the volume of goods produced in physical and value terms. The agricultural production index is calculated in accordance with the Laspeyres formula and is the cost factor in the reporting period to the base period, the prices of the base period are used. The cost is determined by weighing various agricultural products.

2.2 Scope

2.2.1 Scope

2.2.1.1 Scope of data

The geographic coverage of the data includes the Republic of Karakalpakstan, 12 regions and Tashkent.

The total volume of services, industrial and agricultural production include the following activities:

a) large enterprises;

b) small enterprises and microfirms;

c) the production of industrial products by individual entrepreneurs and households, both for sale and for own consumption.

d) the volume of services rendered by individual entrepreneurs.

e) farm enterprises;

f) dekhkan (private) farms;

g) organizations engaged in agricultural activities.

2.2.1.2 Exceptions to coverage

There are no exceptions to the statistical coverage.

2.2.1.3 Unrecorded activities

The unrecorded economy is not considered.

2.3 Classification/sectorization

2.3.1 Classification/sectorization

The breakdown by type of activity is carried out in accordance with the new Classification of Economic Activities of the Republic of Uzbekistan (OKED- rev.2), equivalent to the Classification of Economic Activities in the European Union (NACE-rev.2, Eurostat). The basic unit of accounting is an institutional unit.

2.4 Basis for recording

2.4.1 Valuation

Services: as weights for aggregation, the volume of services is used in comparable prices by types of economic activity.

Industry: the producer price index is used as a deflator to bring the volume of output to current prices in accordance with the prices of the reference period.

Agriculture: the valuation of the volume of agricultural output involves the valuation of produced goods and services in prices at the time of production, no matter when they will be sold.

2.4.2 Recording

Operations and flows are registered on an accrual basis in accordance with the recommendations of the 2008 SNA.

2.4.3 Grossing/netting procedures

The value of industrial production is defined as the gross index. Indices of industrial production are calculated by using as a weight of gross added value by types of economic activity.

 

3. ACCURACY AND RELIABILITY

3.1 Source data

3.1.1 Source data collection program

A comprehensive and constantly updated enterprise register (Uniform State Business Register), operating in accordance with Resolution of the Cabinet of Ministers No. 274 of September 25, 2012 "On Approval of Regulation on Uniform State Business Register "serves as the basis for conducting statistical surveys of enterprises. 

The procedures for maintaining the register of enterprises comply with the requirements (including the addition of new units, the exclusion of units that have ceased to exist, and the recording of mergers and changes in ownership). The baseline data is continuously analyzed to ensure the comprehensive nature of the data collection program. Reporting templates are periodically reviewed, in order to take into account the changed circumstances.

 

Services

The information base for calculating the index of the physical volume of market services is the primary statistical data of state statistical reporting and the evaluation of the volume of services provided on the basis of sample surveys.

 

Industry

The information base for calculating the index of industrial production is the primary statistical data of state statistical reporting:

- Once a year, updated information on the total volume of industrial output is formed on the basis of state statistical reporting data for large enterprises, unified reporting for small enterprises and microfirms, farms, as well as estimates of the activities of individual entrepreneurs and households in the production of industrial products (works, services);

-The monthly volume of output is calculated immediately on the basis of reporting data of large industrial enterprises and organizations and estimates of the industrial production volume of other legal entities and individuals. Statistical household surveys are conducted on a regular basis. Data of administrative records for the calculation of production activities of individual entrepreneurs are sufficiently detailed.

 

Agriculture:

The data base for calculating the agricultural production index is the source statistical data of state statistical reporting:

- once a year the updated information on the total agricultural output is produced on the basis of state statistical reporting data from farm enterprises, citizens' assemblies, large organizations performing in agricultural activities, as well as data of unified reporting for farms enterprises and microfirms;

- Quarterly agricultural output is calculated immediately on the basis of reporting data from farms, citizens' assemblies, large organizations performing agricultural activities and estimates of agricultural output from other legal entities and individuals.

Statistical surveys of farm and dekhkan farms are carried out twice a year.

3.1.2 Definitions, scope, classifications, valuation, and time of recording

Services:

The index of the physical volume of market services is a weighted amount that reflects the change in the volume of services over a certain period of time.

As weights for aggregation, the volume of services is used in comparable prices by types of economic activity.

Statistical coverage - the volume of market services by type of economic activity monthly for large enterprises, with the refinements of data on annual accounts; quarterly evaluation of small enterprises and micro-firms, with refinements of data on annual accounts; farms, non-profit organizations; volume of services rendered by individual entrepreneurs.

The volume of market services is formed for all types of economic activity, in terms of services (section G-S) in accordance with the Classifier of Economic Activities of the Republic of Uzbekistan (NACE Rev.2).

Statistical accounting of services provided (by services) by types of economic activity is carried out on an accrued basis in prices at the time of provision of services (in current prices).

The index of the physical volume of market services is calculated by the method of deflation using the data of the basic and current periods, followed by the phased aggregation of individual indices into enlarged by types of economic activity.

Date of publication of data: monthly - 12 working days after the reporting period, annual - no more than 5 months after the reporting period.

 

Industry:

The source data are consistent with the time of reflection in the accounting and with base periods. The scope of activities within the framework of the most important industrial groups is appropriate.

Data release dates: monthly - no later than 8 working days after the reporting period, annual - not more than 5 months after the reporting period.

 

Agriculture:

The source data are consistent with the time of reflection in the accounting, the basic periods. Statistical information on agricultural output is provided to the state statistics bodies by all enterprises for which agricultural production is the main activity, as well as non-agricultural enterprises engaged in agricultural activities.

3.1.3 Timeliness of source data

The data collection program is regulated by the State Statistical Work Program.

Services: the initial data are developed monthly on the 12th day. Annual - no more than 5 months after the reporting period.

Industry: information on indices of industrial production is formed by State Statistics Committee of the Republic of Uzbekistan on the 8th day, which corresponds to the applicable data standard. Annual - no more than 5 months after the reporting period.

Agriculture: the source data are developed quarterly on the 8th day. Annual ones - no more than 6 months after the reporting period.

3.2 Assessment of source data

3.2.1 Assessment of source data

The data obtained from the enterprises are analyzed, passed mandatory control and verification not only at the level of district, regional statistical offices, but also in the State Statistics Committee. If errors are detected in registration, classification and control, information will be refined once again with the respondents. The source data is analyzed to collate with other related data sources.

3.3 Statistical techniques

3.3.1 Statistical techniques to deal with data sources

Services:

For the calculation of the index of the physical volume of services, the volume of services of the reporting and reference periods is compared in comparable prices, the step-by-step aggregation of individual indices into enlarged by types of economic activity is used.

 

Industry:

Estimated calculations for individual categories (individuals, secondary activities, etc.) are conceptually coordinated with the data of the questionnaires and have common approaches.

Mandatory reporting of data by respondents is established by the Law of the Republic of Uzbekistan "On State Statistics".

Calculation of the production index is carried out by the method of deflation which is based on the use of data on the dynamics of production of industrial products (works, services) in value terms, followed by a phased aggregation of individual indices into recalculated by types of economic activity.

The index of industrial production is a weighted figure reflecting the change in the volume of production of goods and services over a certain period of time

The gross added value of goods by types of economic activity (a base year) is used as weights for aggregation. In the calculations, price indices are used for manufacturing enterprises.

The base period for calculating the production index is the year preceding the reporting year - (t-1); the indicators of the year are used (t-2) as the base period for price indices and value added, the previous year to the base period, adopted for calculating the production index.

 

Agriculture:

For the calculation of the volume index of agriculture, the agricultural output of the reporting and basic periods is compared in comparable prices, the step-by-step aggregation of individual indices by types of economic activity is used.

3.3.2 Other statistical procedures

Correction and transformation of data is carried out by using valid methods.

 

Industry:

Calculation of the production volume is carried out in accordance with the "Methodological provisions for the valuation of the total volume of industrial production", approved by the Resolution of the State Statistics Committee of the Republic of Uzbekistan of 9 June 2015 № 9, harmonized with the "International Recommendations for Industry Statistics 2008," International Recommendations for the Index of Industrial Production 2010".

The data from administrative sources, data from a sample survey of individual entrepreneurs, that are engaged in production activities, and household survey data to the extent of products produced for own consumption are used in the calculations.

3.4 Data validation

3.4.1 Validation of intermediate results

Regular reconciliation of evaluation and reporting data is carried out. The difference between operational and updated data is insignificant.

3.4.2 Assessment of intermediate results

An analysis of possible discrepancies in the main intermediate data is carried out, and data are adjusted to eliminate discrepancies.

3.4.3 Statistical discrepancies and other problems in statistical outputs

In case of discrepancies in previously published data, changes are made to these data in subsequent publications. Reconciliation can be conducted with other agencies, enterprise and organizations.

3.5 Revision studies

3.5.1 Studies and analyses of revisions

Services: in connection with the transition to the classification for NACE (rev.2) on sections G-S from 2016, the annual volumes and indices of the physical volume of market services for 2010 - 2015 were recalculated.

 

Industry: the preliminary annual figures for January-December are compared with the annual reporting data 5 months after the reporting period. Due to the transition to the classification of NACE rev.2 since 2016, the annual volumes and indices of industrial production have been recalculated from 2010 to 2015.

 

Agriculture: preliminary annual figures for January-December are compared with annual reporting data 6 months after the reporting period. In connection with the transition to the NACE-2 since 2016, the annual volumes and agricultural production indices have been recalculated from 2010 to 2015.

 

4. SERVICEABILITY

4.1 Periodicity and timeliness

4.1.1 Periodicity

Services: calculations of the index of the physical volume of market services are carried out monthly, updated indicators - according to annual reports.

Industry: calculations of the production index are carried out monthly, updated indicators - according to annual reports.

Agriculture: calculations of the agricultural production index are carried out quarterly, updated indicators - according to annual reports.

4.1.2 Timeliness

Services: the index of the physical volume of market services is published on day 12, annual indicators - no later than 5 months after the reporting period.

Industry: the industrial production index is published on 8th business day, annual indices - no later than 5 months after the reporting period (corresponds to the standards for data dissemination- GDDS). Published in accordance with the timetable established in the GDDS Data Publishing Calendar.

Agriculture: the agricultural production index is published on 8th business day, annual indicators - not later than 6 months after the reporting period.

4.2 Consistency

4.2.1 Internal consistency

Once validated and disseminated, statistical series are not revised.

4.2.2 Temporal consistency

Services: the data of time series since 2010 are presented on the website of the State Committee of the Republic of Uzbekistan on Statistics (http://stat.uz/ru)

 

Industry: there are time series in general for industrial production since 1992. Calculations of the production index by methodology, adapted to the requirements of international standards, are carried out by the State Statistics Committee since 2003 in accordance with the recommendations of the mission of the International Monetary Fund.

There are time series for the Volume Index since 1995 and in the structure of NACE, indicators have been recalculated since 2010.

In connection with the transition to the NACE-2 since 2016, the annual volumes and agricultural production indices have been recalculated from 2010 to 2015.

Services: data on the monthly index of the physical volume of market services are not revised. Data on the annual index are refined within the deadline provided by the Program of State Statistical Works.

Agricultural: according to the State Statistical Work Program, preliminary data for January-December are refined by annual statistical reporting within the timeframes provided by the program.

Data on the index of the physical volume of market services for the period from the beginning of the year are disseminated. The index of the physical volume of market services is calculated as a whole for services and for activities related to sections G-S. In statistical publications, information on the index of the physical volume of market services is presented in the form of tables and graphs.

Data on the industrial and agricultural production index are provided online and electronically to users through publications "Socio-Economic Situation of the Republic of Uzbekistan", "Statistical Review of the Republic of Uzbekistan", "National Accounts of the Republic of Uzbekistan", etc.

9.1.1 Improvement plans – recent improvements

A new Classification of Economic Activities, equivalent to the Classification of Economic Activities in the European Union (Eurostat), has been introduced in 2017.

Industry: developments in the methodology for calculating the volume of individual and entrepreneurial activity, taking into account modern international standards.

Improvement of tools (forms and questionnaires) of state statistical observations. 

9.2 Overall

9.2.1 Improvement plans – short-term

Implementation of calculations of production indexes (services, industry and agriculture) on discrete quarters since 2018. 

9.2.2 Improvement plans – medium-term

Services: improvement of the "Methodological provisions for the statistical accounting of services (including services rendered), including services rendered in rural areas", taking into account the recommendations of the 2008 SNA.
