The strategy for further development of the Republic of Uzbekistan, adopted in 2017-2021 by the decree of the President, has become an important milestone in ensuring a comprehensive and accelerated development of the state and society, implementing priority directions for the modernization of the country and the liberalization of all spheres of life.

Unfortunately, the activity of the system of state statistics still does not fully meet modern requirements and international standards. Proceeding from this, on July 32, 2018 the Resolution of the President of the Republic of Uzbekistan PP-3165 "On measures to improve the activities of the State Statistics Committee of the Republic of Uzbekistan" was adopted, in which, along with the successes achieved in the state statistics, certain shortcomings related, in particular , with forms and methods of collecting, summarizing and analyzing statistical data that do not meet modern requirements and international standards. Also, the most important areas and priorities in the activities of the State Committee of the Republic of Uzbekistan on Statistics and its territorial divisions for 2017-2021 were identified.

In order to implement the priority directions of the country's development, the State has developed and approved a "Program of Measures to radically improve the efficiency of the organization of statistical activities, improve the quality of statistical information and its distribution system for 2017-2021".

In accordance with this decree, the most important task is the organization on a systematic basis of work on training, retraining and advanced training of specialists in statistics in close cooperation with scientific and educational institutions of the country and foreign statistical organizations.

Pursuant to clause-8 of the above-mentioned resolution, within a month, taking into account the priority directions of the development of state statistics, the task was fulfilled to develop and approve the program for improving the skills of employees of the system of state statistics bodies in 2017-2018. Including, for example, the training courses held in September-December 2017 were revised and, based on the priorities, the new program was approved with appropriate changes. In addition, training and thematic plans and work programs have been updated and developed on the basis of a schedule for conducting classes on 13 updated training courses in 2017, agreed by the relevant sectoral departments and the Goskomstat administration, and approved by the Center.

 Based on this updated program, for the period September-December of the year 2017, 446 trainees from the number of employees of this system completed the training courses for professional development, including 151 people in information and communication technologies (ICT) (Fig. 1).

          Proceeding from the tasks arising from the above mentioned Decree of the President of our country, updated courses on retraining and advanced training of employees of state statistics bodies for 2018 were developed, 1 of them for retraining, 7 on the basis of modern requirements for statistics, 4 for ICT , 2 - on accounting and 1 - on personnel issues, the whole under the updated program covered 15 training courses, approved by the State Statistics Committee on August 28, 2017.

One of the training courses was opened on the basis of priority directions of socio-economic development of the country and their mapping in statistical observations, the other - on the retraining of personnel and since 2003 was organized for the first time. This course trains employees who do not have a basic higher education in statistics and economics. Students of this course who have received theoretical knowledge on statistics are further directed to the addresses for their harmonious combination with practical experience. Also, specialized training courses on the theory and practice of international statistics were created, aimed at studying modern methods of international practice in collecting, processing, analyzing, publishing and disseminating statistical information, conducting a sample survey of the activities of individuals and business entities, statistical observation of the prices of goods and services, analysis of activities related to construction and investment, economic and statistical analysis, econometric modeling and forecasting of socio-economic processes.

Pursuant to the decisions on reforming the national statistics in accordance with international requirements and with the aim of broadly implementing the international methodology for the processing of statistical data in the country, a number of training courses are conducted on the basis of internationally accepted rules and conditions - compliance with the 2008 SNA standard.  

There are four specialized training courses on the use of modern information and communication technologies, the program of which is devoted to various areas of information security, the e-government system and the development of electronic public services. Also, on the basis of the new Law "On Accounting" and, based on the requirements contained therein, the qualification of the chief accountants for which the special accounting and reporting courses are organized in the system of statistical bodies is annually raised.

In addition, a special training course on the direction of work with personnel was organized.
In order to implement this program, a timetable was drawn up for the development of training and thematic plans for training courses approved by the Goskomstat administration on September 20, 2017. On the basis of this schedule, the training and thematic plans for all courses were developed as soon as possible and coordinated with the relevant sectoral departments of the committee, after which they found their approval.

On the basis of this program, a timetable for training courses was developed in 2018 and, in agreement with Goskomstat, it was approved on December 22, 2017. Along with this, a plan was developed to attract listeners to the training courses from the staff of the central office of the State Statistics Committee, from the territorial statistical offices, the district and city statistical offices and the Center for Personnel Retraining and Statistical Studies (Table 1).

The scheme of attracting employees of this system to training courses in various areas in 2018 is given below.

On the basis of the third section of item 22 of the task of "Expanding applied statistical research in cooperation with scientific and educational institutions of Uzbekistan on topical issues of the economy and social sphere", approved by the Decree of the President of our country "Program of measures to radically improve the efficiency of the organization of statistical activities, improve the quality of statistical information and its distribution system for the years 2017-2021 ", and also, based on existing problems in the field of statistics with the development of relevant topics and priority areas, the Department of "Statistical Studies" of the Center developed "Goskomstat Action Plan for the implementation of the Program of Measures to radically improve the efficiency of the organization of statistical activities, improve the quality of statistical information and its distribution system for 2017-2018," approved by the Decree of the President of the Republic of Uzbekistan of 31 July 2017 No. PP-3165 "On measures to improve activity of the State Committee of the Republic of Uzbekistan on Statistics ". In accordance with this document, the work plan of the Statistical Research Department for 2018 was developed, coordinated with the sectoral departments of the central apparatus of the State Statistics Committee and approved on October 25, 2017.    

The plan for the Statistical Research Department of the Center was formed in 2018, taking into account the current and problematic issues in the system of their solution. These include, for example, "A review of foreign experience on methods for calculating gross output (BB) discretely by quarters (by the example of industries)", "Methodological recommendations for the assessment of the international investment position (IIP)", "The factor analysis of the laboriousness of performing analytical work and the development on its basis of the regulatory coefficients of labor intensity of employees of analytical departments of the State Statistics Committee, "Analysis of the current methodology for calculation of consumption of fixed capital and preparation of proposals for its improvement, taking into account the experience of foreign countries," based on which foreign experience will be studied, scientific and methodological recommendations for assessing the international investment situation will be developed, an analysis of the methodology for calculating consumption of fixed capital and, the basis of foreign practice, its improvement, etc..

For the qualitative and effective conduct of the educational process, the potential of the faculty of the Center was increased and strengthened. On the basis of the staffing table, one Honored Scientist of Uzbekistan, Doctor of Economics, Academician of the Academy of Sciences of the Republic of Uzbekistan, two Doctors of Sciences, professors, five candidates of sciences and four senior teachers work at the Center (Fig. 2).

 Three of them are fluent in English. In the past year, three of the Center's employees have completed courses of continuing education abroad (at the Joint Vienna Institute).

Along with qualified teachers, experienced highly qualified experts of the branch statistical offices of the central apparatus of the State Statistics Committee are invited to conduct practical classes. In practical cases, practical classes are held directly in the departments of the relevant branches. Based on the results of practical exercises, students compose a written report.

In order to strengthen the staff potential and improve professional qualifications, the State Statistics Committee is actively implementing work on the efficient and qualitative preparation of statistical information that most fully reflects the qualitative changes in the living standards of the population, the implementation of programs for the integrated development of the republic's territories, the deep processing of raw materials, the modernization of production and technological re-equipment, and liberalization of the economy, as well as the development of economic sectors and spheres.

In connection with the announcement in 2018 of the Year of Support for Active Business, Innovative Ideas and Technologies and the tasks of the state statistics bodies, based on the priority directions of 2018, Academician S. Gulamov of the Academy of Sciences of the Republic of Uzbekistan, classes and seminars on this subject are held at a high modern level by means of the use of technical means of instruction in all training courses.

Along with classes on statistics, for students organized classes on the psychology of management and communication, necessary during the conduct of selective observations of household activities and entrepreneurship. They are conducted by a teacher who has sufficient work experience and possesses a scientific degree of candidate of psychological sciences. Also in the curriculum of the training courses are introduced classes on the struggle against corruption, conducted by an experienced and qualified teacher in this field. On the basis of these, input and output tests are filled, the results of which assess the knowledge of listeners before and after their studies.   

Students on the relevant training courses hand in incoming control tests, thereby verifying themselves against the accumulated knowledge in this field. After the completion of the training course, the final tests are given based on the knowledge gained. The results of primary and final control tests, as well as information on their participation in the classes, are sent monthly to the territorial offices for information.     

Based on the results of the first quarter of 2018, on the basis of the program for retraining personnel and upgrading the qualifications of employees of state statistics bodies, in accordance with the Decree of the President of the Republic of Uzbekistan of July 31, 2017 "On measures to improve the activities of the State Statistics Committee of the Republic of Uzbekistan" and its schedule in the first quarter of 2018, 241 employees completed refresher courses from the planned 252 people or 95.6%, including 69 students in three in-house training courses ormatsionno and communication technology (ICT), which is 28.6% of trained, training passed over the period.  

Besides, in the out-of-town training courses on ICT and accounting, organized in the city of Karshi, along with 14 students from among the employees of the state statistics bodies, 53 chief accountants and specialists of enterprises and institutions upgraded their qualification in business contracts. Especially, a great interest among the students was caused by courses in accounting. To conduct such on-site training courses are still in six areas in coordination with their hokims.

If he talks about the research work of the faculty of the Center, then for the last two years, 2 teaching aids, 6 monographs and scientific collections, more than 150 scientific articles and abstracts were prepared for the listeners and the general public, at the national and international scientific conferences, including 10 - abroad (Fig. 3).

 In addition, three scientific and analytical articles were posted on the website of the State Statistics Committee of the Republic of Uzbekistan.

The Center's PPP, having taken part in the competition on state grants for the implementation of scientific and applied projects in 2018-2020, became the winner in two scientific and applied projects. Based on the decision of the Commission for Science and Technology under the Cabinet of Ministers of the Republic of Uzbekistan, within the framework approved by the state scientific and technical programs foreseen for 2018-2020, the Center carries out scientifically applied projects on such topics as "Development of mechanisms for ensuring macroeconomic balance of Uzbekistan on the basis of statistical analysis of the balance of the main indicators and proportions of the system of national accounts "(supervisor - Academician of the Academy of Sciences of Uzbekistan, Doctor of Economic Sciences S.S.Gulyamov) and" Perfect evaluating To methods of calculating GDP by expenditure "(supervisor - Doctor of Economics, professor B.K.Gayibnazarov).

To carry out the priority tasks contained in the resolution on the organization of work on the training, retraining and advanced training of specialists in the field of statistics in cooperation with the scientific and educational institutions of the country and foreign statistical organizations, the necessary measures are taken with the aim of innovative cooperation with scientific and educational institutions countries. In particular, for example, a memorandum was signed and agreements on innovative cooperation between the Center and the Tashkent State Economic University and the Tashkent Financial Institute (with their departments on statistics) in the field of statistical research, the development of educational and thematic plans and working curricula, exchange of faculty in educational processes, mutual participation in open classes, passing bachelors and masters of pre-diploma practice and performing their course work in the departments and departments of the Center and mutual participation in the composition of the state attestation commission for the protection of diploma papers (Fig. 4).

 Within the framework of the implementation of agreements on relevant topics, classes are held in the Center's classrooms, joint scientific and practical conferences, scientific seminars, round-table discussions and work on the preparation of training materials on courses in statistics.

  The Center's PPP accepts lectures for university and institute students on the specialty "Statistics" and vice versa. The university's and institute's PPP carries out corresponding sessions for the Center's listeners on a regular basis scientific and practical conferences with Urgench and Fergana state universities, as well as with the Nukus State University of the Republic of Karakalpakstan.

 To conduct leisure for the listeners, the Center conducts various spiritual and educational activities. At the head of group leaders, visits to museums in Tashkent are organized and, based on their results, information is regularly posted on the Center's website. In addition, there are meetings and conversations at the "round table" with famous poets, writers and veterans in the field of statistics. So, in the first quarter of 2018 a meeting was organized with the People's Poet of Uzbekistan Sirajitdin Sayyid, poets Zikril Nemat and Rustam Musurmon - the owner of the medal "Shukhrat" and many others. etc. Similar events are held on the birthday of A. Navoi, Z.M. Babur, Amir Temur and other our famous ancestors.

Such meetings are regularly held on significant dates with veterans and scientists of the Center in the field of statistics, for example, with the Honored Scientist of Uzbekistan RUE, Prof. E. Akramov, Doctor of Economics, Professor Y. Abdullaev, Prof. H. Nabiev, Honored Economist of Uzbekistan V.I. Gladkova, labor veteran M.Sodikov and many others. 

Qualified specialists of state statistics help business entities in providing reliable state statistical reports. The qualitative implementation of the tasks set by the President to improve the activities in the field of statistics continues in full.

In order to take a worthy place in the statistics of advanced foreign countries, the Center for Personnel Retraining and Statistical Studies of the State Statistics Committee mobilizes all the scientific and practical experience, strengths and knowledge in the training of professional, competitive specialists and qualitative upgrading of their skills.
