Today, on June 25, 2021, a ceremony was held at the Muhammad al-Khwarizmi Specialized School for Advanced Study of Information and Communication Subjects for the positive results in digital development. The event is organized by the Ministry for the Development of Information Technologies and Communications and the State Institution "Center for e-Government Project Management".

The ceremony was attended by the Minister for Development of Information Technologies and Communications of the Republic of Uzbekistan Sh. Sadikov and UNDP Resident Representative in Uzbekistan Matilda Dimovskaya.

In accordance with the Decree of the President of October 5, 2020 No. UP-6079 "On the approval of the Strategy" Digital Uzbekistan - 2030 "and measures for its effective implementation", the task was set to encourage ministries, departments, business associations, organizations, local government bodies for the results of their digitalization activities.

Based on this, as well as in connection with the anniversary of the activity of the State Institution "Center for Electronic Government Project Management", an award ceremony was organized for the heads of ministries, departments, business associations, organizations, local government bodies in various nominations for the positive results of digitalization.

The awards ceremony was attended by representatives of ministries, departments, authorities, organizations, enterprises, the media, as well as international experts.

It should be noted that in recent years, large-scale work on digital reforms has been carried out in our country. In particular, within the framework of the “Digital Uzbekistan - 2030” Strategy approved by the Decree of the President of the Republic of Uzbekistan No. UP-6079 dated October 5, 2020, programs for the digital transformation of regions and industries have been defined.

As part of the development of information systems and resources, a new version of the Unified Information System for Identification of Users of the Electronic Government System (www.id.egov.uz) was launched. Unattended user information has been migrated from the legacy system. Despite the fact that the system was launched relatively recently, at present the number of its users has increased by another 220 thousand people, thereby reaching 820 thousand (in the old system - 600 thousand).

For the purpose of keeping records of information systems of state bodies, introduced and being implemented in the electronic government system, as well as converting the processes of consideration of design and technical documentation into electronic format, the Unified Register of Information Systems and Information Resources of the Electronic Government System was developed and launched (www.reestr. uz).

Also, a new version of the Register of Reference Books and Classifiers of the Electronic Government (www.cs.egov.uz) was developed. The main goal of this system is the formation, storage, updating and replenishment of modern directories and classifiers of information systems of state bodies on the basis of uniform requirements within the framework of interdepartmental electronic interaction. To date, 41 classifiers have been entered into the Register by 13 organizations.

In December 2020, a new version of the Single interactive state services portal was launched. In the new version of the portal, a number of innovations have been implemented, in particular, the capabilities of electronic payments have been expanded, the interface portal has been updated, and statistical information has been expanded and concretized. In 2020, 50 new types of services were introduced on the Single Portal, and currently their total number exceeded 250. A mobile version of the Single Portal was also launched, where more than 35 types of public services are currently provided.

In order to create convenience for citizens and entrepreneurs when using public services in regional post offices, the provision of public services has been established through the Single portal of interactive public services. To date, more than 700 postal facilities have provided 17 types of government services. Also, by the end of this year, it is planned to introduce new services on the Single Portal, bringing the total number of services to 300.

Together with the State Statistics Committee, a new version of the Open Data Portal is being developed. The updated version of the portal will be integrated with the information systems of state bodies, a monitoring system will be created for the timely updating of data. To date, more than 11 thousand databases have been placed on the portal by 149 government departments, the number of their applications exceeded 7.5 million.

In order to assess the level of implementation of information and communication technologies in government agencies, as well as to "diagnose" the state of the level of digital development of regions, to identify problematic issues and ways to solve them, special assessment methods were developed.

On the basis of this methodology, an interdepartmental automated information system NIS.UZ was developed to assess the digitalization of state bodies in an automatic mode, as well as to store up-to-date data on the state of their digitalization.

In December 2020, on the basis of this methodology, an assessment was carried out, in which 107 organizations took part - 59 state and 48 economic bodies. According to the results of the assessment among state bodies, 16 (27.1%) received "good", 9 - "satisfactory" (15.3%) and 34 (57.6%) - "unsatisfactory" marks. Among the economic bodies, 5 organizations (10.4%) received "good", 12 - "satisfactory" (25%) and 31 - "unsatisfactory" (64.6%).

An assessment was also made of the regions in 203 districts and cities of the republic in terms of the level of development of digital infrastructure, digital economy and digital education. According to the results of the assessment, 28 districts and cities received “good” (14%), 59 districts and cities - “satisfactory” (29%) and 116 districts and cities - “unsatisfactory” (57%). Currently, work is underway with the relevant organizations to study and eliminate the identified deficiencies.

During the event, a number of heads of ministries and departments, as well as local government authorities, who showed high results in the digitalization rating and effectively implemented projects in the field of e-government, were awarded statuettes and prizes.
