On September 16, 2021, at the Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan, a press conference was held on the topic: “Processes of preparation for a pilot population census”.
The event was attended by the leadership of the State Statistics Committee, heads of departments of the central office, representatives of the Institute for Advanced Training and Statistical Research, media workers, journalists and bloggers.
As it was noted at the press conference, the population census is a large-scale event of a nationwide scale, which makes it possible to take a “photograph” of the country's population for a certain period of time and is a reliable source of information about the population.
In a population census, the data of each citizen is important, first of all, detailed information is collected on such indicators as the specific population, age, sex, citizenship, ethnic composition, marital status, education, level of housing, employment, sources of income.
The legal basis for the population census is the Law of the Republic of Uzbekistan “On the Population Census” dated March 16, 2020. This law is the first law adopted in the years of independence on population census issues, regulating relations in the field of population census.
In order to effectively organize the implementation of this law, on November 11 of this year, a resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 710 “On measures for the preparation and conduct of the population census in the Republic of Uzbekistan in 2023” was adopted.
In accordance with this decree, the population census in the Republic of Uzbekistan will be conducted from November 1 to 25, 2023. Also, in order to test the population census process and all regulatory documents, from November 1 to 25, 2021, a pilot population census will be carried out in the Khojaabad district of the Andijan region, the Yukori Chirchik district of the Tashkent region, the city of Khiva, the Khorezm region and the Yashnabad district of the city of Tashkent.
The purpose of the pilot population census is to check the developed methodological manuals, questionnaires, organizational work, software and technologies for conducting the population census.
Appropriate measures will be taken to eliminate all defects identified during the test. Therefore, a pilot population census is carried out at least two years before the main event.
In order to thoroughly prepare for the pilot population census in May 2021, the staff (registrars) who compiled lists of residential buildings, locally examined the maps of makhallas prepared by the cadastral authorities for compliance with the actual state, compiled lists of residential buildings, as well as clarified the population size, updated list of apartments.
In total, 175 registrars (35 in the Khojaabad region, 37 in the Verkhne-Chirchik region, 22 in the city of Khiva and 81 in the Yashnabad region) were selected by territorial commissions from among the employees of the organizations of statistics, cadastre, makhalla and housing for these works. The selected registrars were trained on April 28-30 of this year under a special program by the specialists of the State Statistics Committee, who selectively traveled to makhallas and improved their practical skills.
At present, in accordance with the organizational plan developed for 4 territories, census districts are being created in makhallas intended for organizing and controlling census processes. A total of 100 registration sites are being created, including 11 in the Khojaabad region, 13 in the Verkhne-Chirchik region, 7 in the city of Khiva and 19 in the Yashnabad region.
Instructor sections are also being created to monitor the work of every 5 registrars, in particular, 56 in the Khojaabad region, 68 in the Yukori Chirchik region, 36 in Khiva and 94 in the Yashnabad region.
For these sites, local khokimiyats allocate buildings or premises equipped with the necessary means.
At the same time, the selection of personnel, who will be temporarily involved in the census processes, continues. In total, the registration process is planned to involve about 1,900 employees. In particular, 413 people in the Khojaabad region, 506 people in the Verkhnechirchik region, 268 people in Khiva and 698 people in the Yashnabad region.
The official website of the census aholi.stat.uz has been launched. It contains regulations, methodological manuals and publications related to the preparation and conduct of the population census, highlights the “hot” preparation processes.
In order to thoroughly prepare for the population census, the State Statistics Committee regularly holds online seminars and round tables, and publishes data on the population census process. Such events are widely covered in the media.
