On July 5, 2022 at 16:00 in the Senate of the Oliy Majlis of the Republic of Uzbekistan, a parliamentary hearing was held by the Chairman of the State Committee of the Republic of Uzbekistan on Statistics on the topic: “The state of work carried out by state bodies and organizations on the correct maintenance of statistical data.”
It was attended by members of the Senate of the Oliy Majlis, the leadership and heads of departments of the central office of the State Committee on Statistics, representatives of the Institute for Advanced Training of Personnel and Statistical Research, as well as employees of the media.
At this parliamentary hearing, the chairman of the State Committee on Statistics Begalov Bakhodir Abdusalomovich made a report on reforming the sphere, putting into practice international standards and advanced foreign experience, and most importantly, on creating a legal framework for ensuring openness, transparency and openness of statistical information.
It was noted that the latest resolutions and decrees adopted by the President and the Government of the Republic of Uzbekistan in the field of statistics, as well as the Law "On Official Statistics" identified a number of important tasks that need to be implemented in the field of statistics.
The new law created the National Statistical System, which includes, in addition to statistical bodies, other government bodies that produce and disseminate official statistics.
In particular, the new law clearly defines the rights, duties and responsibilities of more than 30 government bodies directly involved in the production of official statistics as subjects of the national statistical system.
Also, the law establishes the powers of the State Committee on Statistics to audit the statistical methodologies of other producers of official statistics for compliance with international recommendations.
Based on this, in 2021, the State Customs Committee, the Ministry of Employment and Labor Relations, the Ministry of Health, the Central Bank and the Ministry of Internal Affairs conducted audits for compliance with the statistical methodology with international recommendations. In 2022, an audit is planned at the Ministry of Finance and the State Tax Committee.
In 2021, the Ministry for the Development of Information Technologies and Communications, the Ministry for Mahalla and Family Support, the Ministry of Agriculture and the Ministry of Public Education conducted a technical and methodological examination of the statistical methodology for compliance with international recommendations.
At the meeting, it was noted that in order to solve systemic problems, including ensuring the reliability, reliability and openness of statistical data, scientifically based determination of development prospects, increasing the scientific potential of employees, a “Scientific Council” was created at the State Committee on Statistics for the defense of doctoral dissertations in the specialties “Econometrics and statistics” and “Information systems and technologies in economics”. The main goal of this Council is the systematic coordination of scientific work and research in the field of statistics, support for scientific research in this area, as well as the training of qualified scientists who meet modern requirements.
At the parliamentary hearing, the State Committee on Statistics provided information on the work done, the results achieved on international cooperation and information exchange.
It was noted that the exchange of information on joint activities to develop the sphere with 9 international organizations, cooperation with the statistical authorities of 11 countries and 4 international organizations, the exchange of information on 46 questionnaires of 16 international organizations has been established. Also regularly updated are 422 indicators in 24 major areas under the Enhanced Common Data Dissemination System (e-GDDS) of the International Monetary Fund.
During the parliamentary hearings, the chairman of the State Committee on Statistics informed the senators that the necessary information system had been developed in our country for conducting the "Population Census" and "Agricultural Census" events via the Internet and using tablets, and the final testing of this information system is currently being carried out.
Uzbekistan, the chairman of the State Committee on Statistics Begalov Bakhodir Abdusalomovich, along with other issues related to the activities of the State Committee on Statistics , separately dwelled on the results of international ratings. In particular, the official website of the State Committee on Statistics on the evaluation system of the Open Data Institute (ODI) in London (stat.uz) has reached the highest - "Platinum" (PLATINUM) level. With this indicator, Uzbekistan took 44th place in the world and 1st place in Central Asia, and also rose by 125 positions in the ODIN rating, according to the Global Data Barometer (The Global Data Barometer - GDB), the Republic of Uzbekistan scored 32 points and took 58th place, and also at the end of 2020, Uzbekistan, scoring 67.8 points in the World Bank's Statistical Capacity Index, took 61st place in the ranking, rising 62 positions compared to the 2016 report, 16 positions compared to the 2019 report.
