On August 15 this year, a seminar was organized at the State Statistics Committee on the essence and content of the recently adopted Law of the Republic of Uzbekistan “On the State Public Service”.

It was attended by representatives of the Public Service Development Agency under the President of the Republic of Uzbekistan Rakhmanov Akmal Ergashevich and Umaraliev Sarvar Rustamovich, as well as the leadership and employees of the central office of the State Statistics Committee.

The representative of the Public Service Development Agency Rakhmanov Akmal Ergashevich gave detailed information on the changes introduced by the Law of the Republic of Uzbekistan “On the Public Service” into practice, in particular on the rights and obligations of Public servants.

According to the law, the main principles of the state Public service are defined:

– unity and stability of the system of the state Public service;

- legitimacy;

- justice;

- service to the people;

- responsibility of state bodies and officials to society and citizens;

- priority of human rights, freedoms and legitimate interests;

– openness and transparency;

– objectivity, professionalism and competence;

- equality of the rights of citizens of Uzbekistan to access to the state Public service;

– legal and social protection of Public servants.

The law defines the rights of the SPS, including the right to:

- receipt of timely and in full remuneration in accordance with the specifics and complexity of the duties assigned, with the quantity and quality of work performed;

– receiving encouragement for professional competencies and special merits;

– legal and social protection, as well as state pension provision;

- rest, with the establishment of the maximum duration of working hours, the provision of weekly days off, non-working holidays and annual labor holidays;

– refusal to fulfill illegal orders and requirements of the leadership of the state body;

- ensuring state protection in case of reporting facts of corruption offenses in the state Public service;

- expressing an opinion to the leadership of the state body on official issues, making proposals for improving the activities of the state body in which he performs public Public service;

- respect for his honor, dignity and business reputation by the leadership of the state body and other officials, and others.

At the end of the seminar, the employees of the State Committee on Statistics received exhaustive answers from specialists to their questions.
