On June 22, 2021, on the eve of the next sixteenth plenary meeting of the Senate of the Oliy Majlis, at a meeting of the Committee on Budget and Economic Reforms held in the form of videoconference, the laws “On Official Statistics” and “On Amendments to the Law of the Republic of Uzbekistan “On the State Budget of the Republic of Uzbekistan for 2021” were discussed and the response of the Cabinet of Ministers to the parliamentary inquiry on the work carried out to achieve the sustainable development goals.
The meeting was attended by members of the Senate, senior officials of relevant ministries and departments, as well as representatives of the media.
It was noted that the current system of statistics has such problems as a low level of transparency and quality of open data, incomplete compliance with international requirements of the mechanism for transmitting information to citizens and the world community. In addition, the Law does not apply to the activities of other ministries and departments for the development of statistical data, only the activities of state statistics bodies are regulated.
In order to eliminate problems, to ensure the breadth and completeness of the established scope and quality requirements, instead of “state statistics”, the law introduces the procedure of “Official statistics”.
While government statistics means statistics produced by statistical agencies, official statistics includes statistics produced and disseminated by all producers of statistics.
The Law "On Official Statistics" creates a fundamentally updated legal framework for the country's national statistical system that meets the requirements of the ongoing reforms.
This creates a legal framework for the activities of all entities that make up the national statistical system and an institutional framework for the international recognition of official statistics.
The state of openness of official statistics for general use, the degree of openness and quality of information, the current mechanisms of its delivery to citizens and the world community are brought into line with international requirements.
In general, the changes made play an important role in ensuring reliable statistical reporting, increasing the efficiency of information use, strengthening the country's authority and investment attractiveness, as well as openness in management.
The meeting also considered the Law "On Amendments to the Law of the Republic of Uzbekistan" On the State Budget of the Republic of Uzbekistan for 2021 ".
This law establishes the foundations for additional financial resources necessary to implement the adopted decisions and approved programs to further strengthen macroeconomic stability, to ensure reforms carried out in order to achieve the well-being of the population by increasing the rate of economic growth.
The relevant decisions of the Committee were adopted on the issues considered.
