On December 2, 2021, a round table was organized by the State Statistics Committee at the Tashkent University of Information Technologies named after Muhammad al-Khorezmi. It was attended by members of the committee, teachers and students of the university, as well as representatives of the media.

At the event, students were provided with detailed information about the conduct of a pilot census from November 1 to 25 of this year, about the content and essence of the law "On Official Statistics", adopted on August 11 of this year, as well as about the work carried out in our country in the field of statistics of the service sector.
Initially, it was about the importance of the population census. Olim Siddikov, an employee of the Department of Organization and Conduct of Census Processes of the State Committee on Statistics, provided detailed information on this topic.

As noted, the population census is a large-scale event of a nationwide scale, which allows obtaining a “photograph” of the country's population at a certain point in time and is a reliable source of information about the population.
The data of each citizen is of paramount importance in the conduct of the population census, since, first of all, detailed data are collected on such indicators as the specific population, age, sex, citizenship, ethnic composition, marital status, education, level of housing, employment, sources of income.

The legal basis for the population census is the Law of the Republic of Uzbekistan “On the Population Census”, adopted on March 16, 2020. This law is the first law on population census adopted in the years of independence and regulates relations in the field of population census.
In order to effectively organize the implementation of this law, on November 11, 2020, the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 710 “On measures for the preparation and conduct of the population census in the Republic of Uzbekistan in 2023” was adopted.

According to this resolution, the population census in the Republic of Uzbekistan will be conducted from November 1 to 25, 2023. It was also noted that in order to conduct the census process and approbation of all regulatory documents, in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 11, 2020 No. 710, from November 1 to 25, 2021 in the Khojaabad district of the Andijan region, region, the city of Khiva, Khorezm region and Yashnabad region of the city of Tashkent, a pilot population census was carried out.

Deputy Chairman of the State Committee on Statistics for Information and Communication Technologies and Information Security Ziyaev Zokhidzhan Muratovich spoke about the essence and content of the law “On Official Statistics”, adopted on August 11, 2021. When developing this law, he relied on the model law “On Official Statistics”, developed by the UN Economic Commission for Europe specifically for the countries of Eastern Europe, the Caucasus and Central Asia.

Responsible persons of the government, ministries and departments, as well as foreign experts of the World Bank were involved in the process. The legislation of the CIS countries, Asia and Europe, as well as law enforcement practice in relation to the official statistics of the Russian Federation, Belarus, Kazakhstan and other states were studied.
The new law consists of 7 chapters and 44 articles, radically different from our previous law, and we can see the main points and innovations in the following:
First, a new concept is introduced into practice, that is, the concept of official statistics. The law establishes that official statistics consists of statistical data characterizing economic, demographic, social, financial, environmental phenomena and processes in the Republic of Uzbekistan and other phenomena and processes that are prepared and disseminated in accordance with the provisions of this Law.

From now on, any statistical information not prepared in accordance with the provisions of this law cannot be recognized as official, and with the help of this concept in the national information space, it will be possible to clearly distinguish between official and non-normative statistical information.

During the round table, opinions were also expressed on the indicators of statistics of communication and informatization services in our country. The head of the statistics department of the service sector Mirzakhidov Abdugafir Yuldashevich presented information on this topic.
As noted, the largest share in the volume of communication and informatization services is occupied by telecommunication services (wire and mobile communication services, Internet networks, satellite communication services, etc.). In January - October 2021, their share was 71.8 %.

High growth rates of communication and informatization services in January - October 2021 were noted in Tashkent (132.6 %), Syrdarya (127.5 %), Kashkadarya (120.7 %), Khorezm (120.0 %) and Surkhandarya (120,0 %) regions, as well as in the city of Tashkent (124.4 %).
