As you know, in accordance with the Decree of the President of the Republic of Uzbekistan "On measures to further improve and develop the national system of statistics of the Republic of Uzbekistan" dated August 3, 2020 No. 4796, one of the priority areas for improving the national system of statistics of the Republic of Uzbekistan is determined - improving the methodological framework and guidelines applied throughout the national statistical system of a country for the production, dissemination and coordination of official statistics.

Proceeding from this, this resolution granted the State Statistics Committee the right to conduct an audit for compliance with international standards of statistical methodologies of other producers of official statistics.

In pursuance of this document, the Resolution of the Cabinet of Ministers dated November 6, 2020 No. 690 approved the Regulation on the procedure for auditing statistical methodologies of producers of official statistics.

In accordance with this Regulation, the producers of official statistics included in the statistical work programs approved by the Cabinet of Ministers will have an audit of statistical methodologies at least once every five years.

Statistical methodologies are audited by an audit team organized by Goskomstat on the basis of a separate schedule.

If necessary, international experts, representatives of the scientific community and qualified specialists from other producers of official statistics can be involved in the audit.

The audit is carried out by comparing the received documents and information with methodological documents and recommendations adopted by international organizations to determine their compliance or non-compliance with international and national standards.

The main objectives of the audit are:

assessment of the statistical methodologies used for compliance with international standards;

clarification of the produced and published statistical data for their conformity with the used statistical methodologies;

development of proposals and recommendations aimed at eliminating the identified deficiencies, improving statistical methodologies and activities for the production of statistical data.

Based on the results of the audit, if deficiencies in statistical methodologies are identified in terms of their compliance with international standards, Goskomstat makes a mandatory submission to the producer of official statistics to eliminate these shortcomings.

The producer of official statistics develops an action plan or roadmap to eliminate the deficiencies indicated in the submission, organizes their implementation and submits information on the results to Goskomstat in a timely manner.

The results of the audit of statistical methodologies and the measures taken to eliminate the identified deficiencies will be considered at the meetings of the Statistical Council under the State Statistics Committee.

As a result of the audit of the statistical methodologies used in the field of official statistics, the methodological framework applied within the entire national statistical system of the country will be improved and their compliance with international standards will be achieved, ultimately ensuring the quality, reliability, transparency and publicity of official statistics.
