In accordance with the paragraphs of the "Roadmap for the implementation of the National Strategy for the Development of Statistics of the Republic of Uzbekistan in 2020-2025", approved by the Decree of the President of the Republic of Uzbekistan No. PP-4796 dated August 3, 2020, the State Statistics Committee is entrusted with the task of fully implementing the "System of National Accounts - 2008 "(SNA-2008) and improving the practice of assessing the structural components of gross domestic product (GDP).
In pursuance of these tasks, Goskomstat has improved the methodology for assessing services for living in one's own housing (notional housing rent) based on international recommendations and the practice of foreign countries.
And also, based on the recommendations of experts from the International Monetary Fund and the Asian Development Bank, as well as taking into account the specifics of the housing market in the country, Goskomstat has developed "Methodological guidelines for assessing housing services produced by homeowners for their own consumption." Based on these methodological provisions, a revision of services for living in one's own home in the Republic of Uzbekistan was carried out using the method of user costs
For reference: if a person rents housing and pays for rent, then this is an economic operation and, accordingly, is taken into account when calculating the indicators of the service sector. If a person lives in his own home and, therefore, does not pay anyone for it, then, it would seem, no rent is observed in this case. Nevertheless, the SNA methodology provides for the accounting of the so-called notional housing rent, when the owner of a dwelling is imputed a notional income in the amount that he would pay if he rented a similar dwelling.
Consequently, based on the SNA principles, the imputed payment for living in one's own dwelling is included in the production boundary and forms part of household consumption (paragraphs 6.34 and 6.117 of the 2008 SNA manual).
As a result of the introduction of an improved methodology for calculating notional housing rent, the nominal total income of the population for 2020 increased from 401.5 trillion soums to 420.3 trillion soums.
