On November 3, 2021 at 11:00 at the National Press Center, the State Committee on Statistics and the Statistics Department of the city of Tashkent organized a press conference on the process of conducting a pilot census from November 1 to 25 this year.

The press conference was attended by representatives of the State Statistics Committee, the management and specialists of the Department of Statistics of the city of Tashkent, as well as media workers and bloggers.
As it was noted at the press conference, the census is a large-scale event that allows you to take a "photograph" of the country's population at a certain point in time and is a reliable source of information about the population.

The legal basis for the population census is the Law of the Republic of Uzbekistan "On population census", adopted on March 16, 2020. This law is the first law on population overcrowding, adopted during the years of independence and regulates relations in the area of population overcrowding.
In order to effectively organize the implementation of this Law, on November 11, 2020, the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 710 "On measures for the preparation and conduct of the population census in the Republic of Uzbekistan in 2023" was adopted.

According to this regulation, the population census in the Republic of Uzbekistan will be conducted from November 1 to 25, 2023. It was also noted that in order to conduct the census process and approbation of all regulatory documents, in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated November 11, 2020 from 1 # 710, from November 1 to 25, 2021 in the Khojaabad district of the Andijan region, Yukori Chirchik in the region of the Tashkent region, the city of Khiva, the Khorezm region and the Yashnabad region of the city of Tashkent, it is planned to conduct a trial population census.
According to the press conference, a pilot census is being conducted in the Yashnabad region. For the event, which will last until November 25 this year, schematic maps of 58 makhallas of the region were studied.

Foreign experts have been invited to prepare for the event. In particular, the chairman of the CIS Statistical Committee Vladimir Leonidovich Sokolin, the head of the department of socio-demographic statistics of the committee I. Zbarskaya, the UNFPA international expert on population census G. Shcherbakova, got acquainted with the work done in the Yashnabad region and made relevant proposals and recommendations.

During the pilot census activities:From November 1 to 5, 2021 - Population census via the Internet (in this case, any citizen living in the test territory will be able to register independently through the created special program) → participation;
November 6-10 – a list of online respondents and their home addresses will be generated;
November 11-22 – Registrars conduct house-to-house census;
November 23-25 – 10% of housing addresses at each counting site will be selectively revised based on follow-up observation.

If the respondent (resident) does not want to register in the apartment (place) where he lives, he will have the opportunity to register at the registration site. Information provided by respondents will not be disclosed, confidentiality is guaranteed.
Based on the results of the pilot population census, the census program, forms of census documents, methods of conducting the census, the main measures for preparing and conducting the census, as well as the results of approbation of the information technologies used are analyzed.

By June 1, 2022, proposals will be developed for the 2023 census program, methodological manuals and amendments to regulations, as well as data processing methods and the need to formulate the census results.
In preparation for the pilot census, together with the Cadastral Department of the Yashnabad region, schematic plans of settlements were prepared on the basis of technical specifications. A complete list of houses and apartments with the population of settlements has been compiled, a lot of work has been done on the names of streets and the numbering of houses.

It is worth noting that in the Yashnabad region, 19 district chairmen, 19 deputy chairmen, 94 instructors, 94 hospital registrars and 472 registrars were elected as members of the regional commission for the population census.

Of these, 698 selected employees underwent special training in October this year.
