On October 2-4 of this year, another meeting was held in Tashkent on the topic of "II International Statistical Forum of the Commonwealth of Independent States: new technologies and data sources in statistics".
This forum was organized in cooperation with the Agency of Statistics under the President of the Republic of Uzbekistan, the Executive Committee of the Commonwealth of Independent States and the Interstate Statistical Committee of the CIS, in which more than 150 participants are taking part, including the leadership of the Interstate Statistical Committee of the CIS, representatives of the Executive Committee of the CIS, the Director of the UN Statistics Division, the Director of the UNECE Statistics Division, as well as the first heads of statistical agencies of almost 20 foreign countries and experts from other international organizations.
The main objective of the forum is to exchange advanced international experience in the widespread use of digital technologies in the field of statistics, modernization of statistical processes in the context of digital transformation, discussion of issues of the widespread use of alternative data sources for the formation of official statistics, including big data and artificial intelligence.
The forum is important because it aims to improve the efficiency of statistical bodies in meeting the demand and needs of users for statistical data. The forum will also discuss issues such as improving the dialogue between producers and users of statistical data, as well as the publication of statistical data based on the principles of openness, relevance and transparency.
The following current and important issues will be considered at the sessions on the agenda of this international forum:
Presentations on data management and integration of information resources at the national level will be given, based on the experience of Russia, Belarus, Armenia and Tajikistan. In this regard, experts from the Ministry of Digital Technologies and the Statistics Agency will also give presentations on the work carried out in Uzbekistan and provide information on how to combine data from different sources, significantly increase the efficiency of their use, and at the same time reduce the burden on respondents when compiling reports. There will also be an exchange of views on the issues of inventorying existing information sources and assessing their quality, harmonizing the concepts, classifications, formats and technologies used, protecting data privacy and other issues.
In the field of new technologies for collecting, processing, analyzing and disseminating statistical data, specialists from Belarus, Serbia and the Republic of Uzbekistan, as well as representatives of the Department of Statistics of the Eurasian Economic Commission, the Department of Information Statistical Resources and Technologies of the Interstate Statistical Committee of the CIS, the Data Management Department of the International Monetary Fund and other international experts will present their reports based on their experience. The session will discuss modern trends in the collection, processing, analysis and dissemination of statistical data. In particular, experts will present information on the implementation of geographic information systems, the use of Business Intelligence (BI) technologies and operational data analysis, quality models (GSBPM, GSIM, GAMSO, NQAF), international standards for data and metadata exchange (SDMX), as well as smart data - open linked data that meets the principles of Findability, Accessibility, Interoperability, Reusability (FAIR data).
In the area of big and administrative data, representatives from Uzbekistan, Kazakhstan, Mongolia, Russia, Azerbaijan and the Kyrgyz Republic will present their reports, which will examine the experience of forming and using official statistics. An exchange of experience will be held on the creation of legal and organizational frameworks for the use of statistical data, as well as the effective use of data collection and exchange technologies. Issues of preparation for the 2030 population census, its implementation based on the register and other data sources, as well as other related issues will also be discussed.
The main goal of integrating digital technologies into the statistical sphere is to create an ecosystem that provides easy and understandable access to high-quality statistical data for all users. In this regard, the Agency of Statistics under the President of the Republic of Uzbekistan integrated more than 30 administrative databases from over 16 ministries and departments to collect statistical information. This made it possible to provide users with reliable statistical data, as well as online update and publish more than 100 key statistical indicators on the socio-economic situation in the republic, which significantly reduced the time spent searching for statistical and analytical data.
Commission for Europe, 9 questionnaires of the UNESCO Institute for Statistics, 2 questionnaires of the International Labor Organization, 2 questionnaires of the International Telecommunication Union and 14 questionnaires of other international organizations, which were submitted on time. In addition, it was noted that the Republic of Uzbekistan took 30th place among 195 countries in the Open Data Inventory (ODIN) rating with 70 points, maintaining 1st place in Central Asia. In the SDG rating (SDG index), published by the UN Sustainable Development Solutions Network (SDSN) and international experts, Uzbekistan is in 69th place among 166 countries with an index of 71.1. According to the latest report by Open Data Watch, Uzbekistan is among the top 20 countries in the world in the Open Gender Data Index, scoring 69.7 points. The official website of the UN Statistics Division included Uzbekistan among the 87 countries with the most advanced practices in sustainable development, and other positive results were announced.
The forum also included meetings of heads of statistical services, the leadership of the CIS Interstate Statistical Committee and other international organizations, as well as experts, timed to coincide with the 70th meeting of the Council of Heads of Statistical Services of the CIS Member States.
