On March 28, 2025, a press conference was held at the National Statistical Committee on the essence and significance of the Decree of the President of the Republic of Uzbekistan No. UP-27 "On Additional Measures to Raise the System of Organization and Maintenance of Statistical Work to a New Level."

The meeting was attended by the leadership of the National Committee on Statistics, responsible specialists and media workers.
As noted at the press conference, the tasks defined in the decree will serve to bring the system of maintaining official statistics in our country to a new level, form it in accordance with international requirements, and expand the possibilities of effective use of information.
By Decree, the Statistics Agency under the President was reorganized into the National Statistical Committee, and its functions and tasks were significantly expanded. The National Statistical Committee now performs even more responsible tasks not only for the collection and analysis of statistical data, but also for ensuring their reliability, cooperation with international organizations, and the introduction of modern technologies.

The effectiveness of statistical work will be increased by improving the system of statistical observations at the macroeconomic and sectoral levels and their methodology in accordance with international standards, introducing new statistical products and services based on the needs of the population, business entities and government bodies. Also, reducing statistical reporting and reducing the "reporting burden" on business by expanding integration processes is one of the priority tasks facing the system.
The "Hududlar statistikasi" information system will be launched, which will allow for the automatic formation of socio-economic indicators for each region, district, and city. Through this system, it is possible to obtain information in real time about the demographic situation in the regions, economic activity, industry, agriculture, the service sector, and other important indicators.

An interactive service "Maslahatchi," based on artificial intelligence, will be introduced to provide consultations to enterprises and organizations in the reporting process. This service allows business entities to automatically provide recommendations on the procedure and requirements for the formation and submission of statistical reporting. The system also identifies errors in reports, provides recommendations for their correction, and is adapted to promptly respond to user questions.
An "Tahlilchi" consulting service will be launched, which will help users quickly and easily find statistical data. Through this service, it is planned to meet the needs of users for information and expand the possibilities of effective use of statistical sources.

In order to organize statistical observations more effectively, a call center will be created, which will allow collecting information by phone. It is expected that this center will serve to simplify the process of conducting surveys, establish prompt communication with respondents, and expand the possibilities of timely data collection. At the same time, mechanisms for explaining the observation process, the procedure for filling out questionnaires, and the required information to respondents through the "Call-center" can be developed. In addition, attention will be paid to improving the reliability and quality of statistical data through the prompt processing and analysis of data collected through the center.
Within the framework of the new decree, the process of submitting statistical reporting for small businesses and microfirms has been simplified. In order to reduce barriers and save the time and resources of entrepreneurs, measures are being implemented aimed at improving reporting mechanisms, further simplifying the process of providing information, and reducing unnecessary barriers. In particular, for enterprises with fewer than 5 employees and an annual income of up to 2,000 times the BRV, the reporting procedure will be simplified, and they will no longer submit reports annually, but once every three years. Exceptions to this procedure are enterprises with a state share of more than 50% and paying excise tax.

The National Statistical Committee will have the right to exchange electronic information through direct integration with the information systems of state bodies and organizations. This process automates data transmission and ensures the speed and accuracy of statistical analysis.
In order to maintain accurate statistical calculations of the volume of agricultural production, information systems and administrative data of the Ministry of Agriculture, the Ministry of Employment and Poverty Reduction, the Cadastre Agency, and other relevant state bodies and organizations are widely used. This makes it possible to analyze the real situation in the industry and make effective decisions. These changes serve to accelerate the digitalization process, reduce the human factor, and improve the quality of statistical data.

In order to improve the national statistical system in accordance with international practice, a number of important initiatives will be implemented by the end of 2025. In particular, the state of implementation of advanced quality management mechanisms in the national statistical system is assessed, and existing problems are identified. Also, international experience will be studied to improve quality, and relevant recommendations will be developed.
In cooperation with international organizations, a National Strategy for the Development of Statistics for 2026-2030 will be developed. The Strategy provides for the harmonization of national statistical methodologies with the standards of international organizations, reducing the reporting burden on entrepreneurs, the widespread use of digital solutions, and the introduction of a mechanism for preparing in-demand analytical data.
