On September 22, 2026, the National Statistics Committee of the Republic of Uzbekistan held a conference in Tashkent dedicated to the content, significance, key goals and objectives of the National Strategy “Development of Statistics – 2030”.
The event brought together representatives of government agencies, international organizations and sector experts. The conference focused on mechanisms for implementing the Strategy, priority areas for the development of the national statistical system, improvement of the data governance system, as well as the future responsibilities of stakeholders.
The Strategy was approved by Decree No. PF–190 of the President of the Republic of Uzbekistan dated September 10, 2026, “On Approval of the National Strategy ‘Development of Statistics – 2030’ and Measures to Organize the Effective Use of Census Data.”
The Strategy is aimed at the comprehensive modernization of the national statistical system in 2026–2030, improving the quality and reliability of official statistics, introducing modern methods aligned with international standards, accelerating digital transformation, and making statistical information more open and accessible to users.
To achieve these objectives, the Strategy sets out 11 strategic goals for the development of the national statistical system. They cover such priority areas as strengthening the institutional capacity of producers of official statistics, aligning statistical activities with international standards, making effective use of administrative and alternative data sources, expanding the application of modern statistical methods and digital technologies, developing user-oriented statistics, improving communication, and strengthening human resource capacity.
The Strategy places particular emphasis on improving data quality. It provides for the introduction of consistent approaches at all stages of statistical data production, the alignment of methodologies with international requirements, the improvement of metadata, and the modernization of statistical production processes.
Alongside traditional data sources, one of the Strategy’s priority areas is to expand the use of administrative, alternative and geospatial data, big data, as well as the capabilities of modern digital technologies in the production of statistics.
In accordance with the Strategy, the gradual optimization of statistical reporting and broader use of existing administrative data are envisaged. In particular, the Strategy aims to reduce the number of statistical reporting forms from 47 to 38 by 2030, while increasing the number of administrative data sources regularly used for official statistics from 60 to 100.
This approach is intended to ensure more effective use of information resources already available to government agencies, reduce duplicate data collection, and improve the efficiency of statistical production processes.
The Strategy also focuses on the development of innovative statistical products. In particular, it provides for the development of experimental statistics, the use of data science and artificial intelligence in statistical analysis, and the gradual introduction of modern technological solutions into statistical practice.
Engagement with users is another important area of the Strategy. It envisages providing statistical information in an open, clear and user-friendly format, improving data literacy, strengthening communication with users, and enhancing statistical products in line with their needs.
The Strategy will be implemented in three stages. In 2026, the focus will be on establishing the institutional and legal foundations and creating the mechanisms required to modernize the statistical system. In 2027–2028, the use of modern statistical methods and technologies will be expanded, while in 2029–2030, the focus will shift to consolidating the solutions introduced and ensuring the sustainable development of the system.
As part of the conference, a roundtable discussion entitled “From Strategy to Implementation — Stakeholder Commitments and Next Steps” was held. Participants discussed the roles of the National Statistics Committee, ministries and agencies, the Central Bank, the World Bank and development partners in implementing the Strategy, as well as the next practical steps.
The implementation of the National Strategy “Development of Statistics – 2030” will contribute to strengthening the institutional and technological capacity of the national statistical system, improving the quality and openness of statistical data, and providing government, businesses, the research community and the public with more reliable and up-to-date statistical information.
