On September 8, 2021 at 11:00 at the National Press Center, the State Committee on Statistics and the Center for e-Government Project Management held a press conference on the topic "Prospects for the further development of open data in the Republic of Uzbekistan."
The event was attended by the leadership of the State Statistics Committee, heads of departments of the central office, representatives of the Institute for Advanced Training and Statistical Research, the leadership of the e-Government Project Management Center, as well as media workers, journalists and bloggers.
It was noted at the press conference that the level of openness and quality of open data, the existing mechanisms for their delivery to citizens and the world community, as well as ensuring openness and transparency of public administration serve to strengthen the image and investment attractiveness of Uzbekistan.
It was noted that in order for citizens, organizations and other specialists to have free access to open data in their activities in order to ensure transparency of state bodies, citizens, business and other specialists have free access to open data in their activities, to conduct analytical work on the basis of data, the development of mobile applications or the use of this information in research processes, the Ministry of Information Technologies and Communications and Goskomstat have developed and launched a new version of the open data portal of the Republic of Uzbekistan data.egov.uz.
At the same time, it was noted at the event that the following opportunities were created for the new portal:
- a digital data platform that allows local scientific organizations and higher education institutions, as well as programmers and information technology organizations, to obtain government and other datasets for use in artificial intelligence software within the framework of the open data portal;
- the ability to maintain data in a standardized form, to enter the geographic location of an object on an interactive map;
- a mechanism for taking into account the needs of the population and business entities in open data sets;
- the ability to automatically control the timely placement and updating of open data sets;
- convenience for users, including visually impaired, when working with data;
- the ability to attach a unique ID to each set of data and use it to place, process, store and search for relevant information;
- a monitoring system for timely updating of information and the ability to send messages to the personal accounts of ministries and departments about information that is not posted in a timely manner;
- the function of integrating departmental information systems and resources of state bodies with a portal to establish an operational update of information.
In addition, at the event it was said that a digital data platform was created within the framework of the Open Data Portal of the Republic of Uzbekistan, which allows local scientific organizations and higher educational institutions, as well as programmers and organizations in the field of information technology, to receive state and other data sets for use in artificial intelligence software.
In addition, it was noted at the event that in our country in 2019-2021, measures were taken to develop the open data sector, and thanks to this work, the following results were achieved:
- according to the organization “Open Data Inspection”, Uzbekistan ranks 5th in the world in terms of the number of open data sources with 99 open data sources;
- in the rating of open data “Open Data Inventory” (ODIN), the Republic of Uzbekistan scored 63 points and rose in the rating by 125 positions, taking 44th place in the world and 1st place in Central Asia;
- according to the UN E-Government Survey 2020, Uzbekistan is among the 41 countries in the world with the highest indicator (Very High OGDI) according to open data in the Open Government Data Index;
- The Republic of Uzbekistan has become the 23rd country in the world and the third country in Asia after South Korea and the Philippines to join the International Charter of Open Data;
- a new list of 3341 open data sets has been formed for the new version of the Open Data Portal of the Republic of Uzbekistan.
It was noted at the press conference that the new portal will reflect the image and potential of our country in international ratings and, as a result, will serve as a reliable source of data for international investors.
