The cost of the minimum consumer spending is calculated within the period specified in the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated February 27, 2023 No. 80 “On the statistical program for 2023”.
Based on the inflation rate for 2022 (annual), the cost of the minimum consumer spending for 2023 amounted to 568 thousand soums per person per month.
In world practice, the use of the minimum consumption indicator as a poverty line is widespread, which looks like this:
- determine the target (targeted) group of the population in need of material and other social assistance from the state;
- when determining the poverty line in the country, take into account the specifics of real consumption and the needs of the population of the target group;
- Improving the efficiency, targeting of tasks and activities defined in the strategies and programs to combat poverty, as well as their ongoing monitoring;
- be used as a criterion for determining the minimum amount of pensions and benefits, as well as for providing other types of material assistance to low-income families.
