In order to study the experience of improving the model law on official statistics into national legislation, a study tour was organized in Yerevan, Republic of Armenia on July 4-5, 2023.

Representatives of the national statistical offices of Norway, Georgia, Albania, Serbia, Moldova, Armenia, Uzbekistan, Kazakhstan, Kyrgyzstan and the European Free Trade Association and the United Nations Economic Commission for Europe took part in this seminar on the topic "Model law on official statistics" of the UN Economic Commission for Europe.

There was an exchange of experience with countries that used the “Model Law on Official Statistics”, developed by the United Nations Economic Commission for Europe for the countries of Eastern Europe, the Caucasus and Central Asia and approved on April 29, 2016, in improving national statistical legislation.

Countries and international organizations participating in this seminar participated with their presentations and discussions on the relationship, similarities or differences between national statistical legislation and the Model Law on Official Statistics, harmonization of the standards of the Model Law on Official Statistics with national statistical legislation, and also, proposals for further improvement of the UNECE Model Law on Official Statistics were discussed. During this seminar, a presentation of the Law of the Republic of Uzbekistan "On official statistics" was presented. The presentation covered the fundamentals of the development of the law, its composition and structure, as well as studied international experience.

The experience of foreign countries in improving the organizational and legal framework and infrastructure of the national statistical system, expanding the possibilities for the effective use of modern information and communication technologies, and strengthening international cooperation was studied.

During the exchange of experience, the norms implemented from the UNECE “Model Law on Official Statistics” into the laws “On Official Statistics” of Norway, Georgia, Albania, Serbia, Moldova, Armenia, Kazakhstan, Kyrgyzstan were analyzed in detail and an exchange of views took place on their use in present moment in the practice of national statistics.

The participants of the workshop expressed their proposals for improving the legislation on official statistics in order to further strengthen the rules governing the relationship between the subjects of official statistics - compilers of official statistics, respondents, bodies providing administrative data, and users of statistical data in the process of collecting, processing, analyzing and publishing official statistics. statistical data.

Particular attention was paid to the issues of the need to focus on compliance with the basic principles of official statistics, further development of international cooperation in the field of official statistics and assessment of the quality of official statistics.
