The Global Assessments initially began in 2008 with assessments of national statistical systems in countries of South-Eastern Europe and Eastern Europe, the Caucasus and Central Asia.

The Global Assessments not only focus on national statistical offices (in the case of Uzbekistan, the Agency of Statistics), but also cover all major producers of official statistics (e.g. finance ministries, central banks, labour ministries, etc.). The Global Assessments therefore represent a unique opportunity for governments, users and other national and international stakeholders to gain a comprehensive picture of the overall state of development of statistical systems.
